As in the movie Capricorn One, I don't see why you would risk even sending the astronauts into Earth orbit. What if some stupid problem happened there and you had no astronauts to show coming home?
And as you will see in one of those Moon Hoax videos, the capsule looks like it had been in the ocean a good long time.
