Dr. Carl Sagan never said "billions and billions...", but Johnny Carson did during a Carl Sagan parody in 1980.

I heard Dr. Sagan interviewed on the radio shortly before his death.

When asked where the "billions and billions" came from he said, "from the MIND of Johnny Carson..."
