Islamic State militants are backed by Western agencies seeking to divide the Middle East and the Islamic World, said the Grand Sheikh of Al-Azhar on Monday.

Well it won't take to long to do a couple of GOOGLEs to see a lot of information that is alleging American (via CIA or whatever) involvement here.

Playing both sides against each other.

How would that make sense?

How about in your nice little town where the city inspectors / cops  and such are used as weapons by some of the citizens against other citizens.
