You do not connect your network in any way shape or form to any other network, especially the Internet if you want to keep it safe and private.
NO INTERNET ALLOWED!
Get it.
You do not put your grid, nuclear power-plant, or pacemaker on the Internet or any other external network.
You isolate your systems from anyone or anything that is not completely controlled by you.
So, the people in the US congress cannot possibly blame someone in the Kremlin from getting access to your grid from over the internet or even a wide-area internal network, unless of course, they have compromised your network in some other fashion, like using one of your own people against you.
In any case, if we keep critical systems off of external networks, then we don't have to worry about a compromise in that regard.
Stop blaming the Russians, you are playing into the enemies hands.
