Well.
The guy on the radio last night talked about NASA, and how their charge is for the military and the government. Nothing for the citizens.
Well, they're plans include those onesie-twosie little projects that take decades and waste all kinds of money.
I think we should start building permanent residences in space, including heavenly bodies, of course.
Put expansible, up-gradable, modular, space platforms around all planets / moons that are important to us.
Have space only based shuttles to move us between space ports.
Have ground to orbit shuttles on every body, gravity permitting, to move between the body and the space platform just above it.
Make these a permanent presence, and expand from there.
