I think some writers are simply privy to new technologies before they are announced to the public.
The O.B.I.T. episode stars Peter Breck from Big Valley fame and character actor Jeff Corey as the alien who brought the technology to earth.

You may be seeing your smartphones using T-RAYS in the near future. They are relatively harmless and can see through walls, skin, clothes, etc.
However the technology illustrated in the Outer Limits episode is a bit "more out there" in that you can "tune into" a persons "frequency" and see them wherever they are.
