Naptown on Lockdown

Walking around as much as I do some things have started to stand out to me.

Seems like the transients(Bums & such) are the only people just walking around the downtown area.

The "regular people," those that seem to have money, are either:

1. Walking their dog
2. Jogging

This with the combination that on Sumdays Indianapolis is deserted.

Also, there is the fake balcony guard rails.

And the apartments that have REAL balconies, NEVER have anyone on them.

Is this downtown on lockdown?
